Meet Councilmember
David Carter

After his election to represent District 6 in 2018, David Carter has been a champion Southern New Castle County. He followed through on his commitment to improve transparency and accountability by implementing livestreaming of all County meetings, and to fight for our communities when it comes to development and land preservation. And he’s delivered on investments to our area, including two new libraries, parks, and a paramedic station.

Councilmember Carter believes in responsible development and knows we do not have to sacrifice quality of life to have a thriving economy. Having lived in the heart of MOT for more than 25 years, he has seen the population of our area boom. However, the county and state have  been slow to respond to that growth and to act to protect residents when development plans arise.

David Carter was born and raised right here in New Castle County. As a first-generation college student, he attended University of Delaware, continuing his education to earn a Doctoral Degree in Public Policy and Administration. He has taught in UD’s public policy program, and spent much of his career in the state’s environmental management agency as well as serving on nonprofits including Our Daily Bread, Neighborhood House, Inc., Relay for Life, and the Delaware Audubon Society. He lives on a farm with his wife Marjorie and their dog Riptide, where they often host community events.
